Caldwell City Commission 
 Minutes of Meeting – September 6th, 2017
 
The Caldwell City Commission met in regular session at the Caldwell Public Works Building on September 6th, 2017 at 12:08 p.m.  Mayor P.  Mark Arnold presided.  Commissioners present were Michelle Schiltz and Jill Kuehny. Casie Risley, City Administrator was present. TJ Ohlemeier, Police Officer was present. Greg Conrady, Chris Webster, and Chelsea Morris from USDA Rural Development were also present.
 
The minutes of the August 17th, 2017 Regular Meeting were read and approved on a motion from Commissioner Kuehny, and seconded by Commissioner Schiltz. Motion Carried. 
 
Chelsea Morris from USDA Rural Development was present to announce the receipt of a $13,000 Grant for the Library Roof Repairs. The total project cost is around $37,500 and it was noted that thru fundraising and additional grants, the remainder of the costs have been met! Chelsea was also present to discuss the letter of conditions and compliances required to receive the USDA Grant funding. At this time, Resolution No. 17-2017: Approving Request for Obligation of Funds, Letter of Intent to Meet Conditions, and the Community Facilities Grant Agreement was presented and approved with a motion from Commissioner Schiltz and seconded by Commissioner Kuehny. Arnold – yes, Kuehny – yes, Schiltz – yes.
 
Greg Conrady and Chris Webster were present to inquire with the Commission about the possibility of a “designated drinking district” for a community dance during Homecoming this year. After discussing the details, it was noted the City Office staff will be checking into the details of the new laws in hopes that it can be done. 
 
Ordinance No. 1456: Adopting the 2017 Standard Traffic Ordinance and Ordinance No. 1458: Adopting the 2017 Uniform Public Offense Code were presented and approved with a motion from Commissioner Schiltz and seconded by Commissioner Kuehny. Arnold – yes, Kuehny – yes, Schiltz – yes. 
 
It was noted that a thank you had been received from the Sumner County Fair Association for the City’s support of the 2017 County Fair.  
 
An update was given on the NSP Home at 304 S Main. The property has been listed with Cathy Sheets since the beginning of the week and she noted that she has already had 9 inquiries!  
 
A discussion was held concerning the operational status of the current police vehicles.
 
It was noted that an application for an energy audit has been submitted to Sunflower Electric Corporation. 
 
A discussion was held regarding the design for the decorative emblem to be placed in the circle median by the Elementary School. Ginn’s Construction will be fabricating a blue jay for the empty pedestal in the center of the median. 
 
Appropriation Ordinance 2130 was approved with a motion from Commissioner Kuehny and seconded by Commissioner Schiltz . Arnold – yes, Kuehny – yes, Schiltz – yes.  
 
There being no other business, the meeting was adjourned at 1:25 p.m.
