Minutes of Meeting – September 20th, 2017
The Caldwell City Commission met in regular session at the Caldwell Public Works Building on September 20th, 2017 at 12:07 p.m. Mayor P. Mark Arnold presided. Commissioners present were Michelle Schiltz and Jill Kuehny. Casie Risley, City Administrator was present. Gene Garcia, Marshall and Marc Marcrum were also present.
The minutes of the September 6th, 2017 Regular Meeting were read and approved on a motion from Commissioner Kuehny, and seconded by Commissioner Schiltz. Motion Carried.
Marc Marcrum presented the decorative Blue Jay emblem to be placed in the circle median by the Elementary School. Ginn’s Construction graciously fabricated the Blue Jay for the community! The craftsmanship and attention to detail are greatly appreciated!
Marshall Garcia was present to discuss his concerns with the CMB Special Event licensee’s. It was noted that there were several ABC agents present at the last event and that stronger requirements need to be in place to prevent future issues.
The August Treasurers and Cash Bank Report were presented and reviewed.
The August Court Report was presented and discussed.
It was noted that the Electric Franchise Fee revenue had increased by $10,000 from last year.
An update was given on the NSP home at 304 S Main. The home was shown twice this weekend and has received lots of inquiries.
It was decided that if the home at 11 S St Mary’s does not sell in the next 30 days, the City will list it with Cathy Sheets, Realtor.
The Webb Street parking issue between Central and Ave A was discussed. Multiple complaints have been received regarding residents not being able to back out of their drives because of the vehicles parked along the street. It was noted that the complaints heard this time were regarding an evening on which there was a school board meeting which had received high attendance from the community. Several options were discussed, those being closing parking entirely on both sides of the street at all times and no parking on the east side of the street at all times. It was decided to continue to monitor the area during school events to determine if this incident was a one-time occurrence or will be a continuous issue.
It was noted that Insurance Services is putting together a quote for employee health insurance benefits, including dental and vision.
Caldwell Elementary School has submitted a matching funds grant request to the Martha & Rhonda Sue Hedrick Family Trust for the Health Snack Program. With funding cuts, the school was unable provide the program this year. After reviewing the request, Colin Wood, Trustee made a recommendation that the Commission approve the grant. Commission Kuehny made a motion to approve the request in the amount of $2,000 with a second from Commissioner Schiltz. Arnold – yes, Kuehny – yes, Schiltz – yes.
Appropriation Ordinance 2131 was approved with a motion from Commissioner Kuehny and seconded by Commissioner Schiltz . Arnold – yes, Kuehny – yes, Schiltz – yes.
There being no other business, the meeting was adjourned at 12:47 p.m.
