Minutes of Meeting- October 19th, 2016

 

The Caldwell City Commission met in regular session at the Caldwell Public Works Building on October 19th, 2016 at 12:05 p.m. Mayor O. Mark Arnold presided.  Commissioner present was Colin Wood. Casie Risley, City Administrator was present as well as Police Chief, Gene Garcia and Public Works Foreman, Marc Marcrum. 

The minutes of the October 4th, 2016 Regular Meeting and October 11th, 2016 CDBG Hearing Minutes were read and approved with a motion from Commissioner Wood, seconded by Mayor Arnold.  Motion Carried. 

The September Court Report was reviewed.

The September Bank Cash Report, Budget/Expense Report, and Quarterly Financial Statement were presented and reviewed. 

A Community Building Alcohol Consumption Exemption Application was presented for the Cowboy Prom on October 29th by Chisholm Trail 150th Fundraiser Group. A motion for approval was made by Commissioner Wood and seconded by Mayor Arnold.  Arnold-yes, Kuehny-absent, Wood-yes. 

An update was given on the NSP Project. The contractors are scheduled to start the remaining work this week. 

It was noted that there will be an open house for the City Rehab Project at 11 S St. Mary's on Saturday October 22, 2016 fro 10am-11am. 

A Special Event CMB Permit for the Cowboy Prom on October 29th was presented for approval.  A motion was made by Commissioner Wood and seconded by Mayor Arnold.  Arnold-yes.  Kuehny- absent, Wood- yes. 

A proposal was heard from Chief Garcia to start a Cadet Program for Community Policing Events, such as parades, festivals, and other community events. These Cadets will be asked to help with traffic control, assist their supervising officers, and be present during community events.  They will have no policing authority and be strictly supervised by an experienced officer during the times of their assignments.  The purpose of this program is to help educate and cultivate a local interest in our police careers.  The proposal was approved with a motion from Commissioner Wood and seconded by Mayor Arnold.  Arnold-yes, Kuehny- absent, Wood-yes.

Resolution 13-2016:Wages- TJ Ohlemeier was presented and approved with a motion from Commissioner Wood and seconded by Mayor Arnold.  Arnold-yes, Kuehny- absent, Wood-yes.

Appropriation Ordinance 2109 was approved witha  motion from Commissioner Wood and seconded by Mayor Arnold.  Arnold-yes, Kuehny- absent, Wood-yes.

There being no other business, the meeting was adjourned at 1:09 p.m.
