 Minutes of Meeting – October 17th, 2018
 
The Caldwell City Commission met in regular session at the Caldwell Public Works Building on October 17th, 2018 at 12:06 p.m.  Mayor P.  Mark Arnold was present.  Commissioners Michelle Schiltz and Jill Kuehny were present. Gene Garcia, Marshall was present. Hollie Gulick from Kenneth L Cooper, CPA was present. Velta Glenn, guest, was also present.
 
Hollie Gulick, from Kenneth L Cooper, CPA was present to review our 2017 Audit and Financial Statement. 
 
The minutes of the October 11th, 2018 Special Meeting were read and approved on a motion from Commissioner Kuehny, and seconded by Commissioner Schiltz. Motion Carried. 
 
Gene Garcia, Marshall was present to discuss the monthly Police Department Activity Report. 
 
The September Treasurer and Bank Cash Reports were presented and approved with a motion from Commissioner Kuehny and seconded by Commissioner Schiltz. Arnold – yes, Kuehny – yes, Schiltz – yes. It was noted that sales and use tax income has shown an increase. 
 
Marc Marcrum, Public Works Foreman was present to discuss the Public Works Activity Report. The Public Works crew is in the process of winterizing the Well Fields and working on several large water leaks throughout town. An update was given on the Pool Repair Project. Two contractors have been down to evaluate the pool and will submit their bids. They are still waiting to hear from the third contractor. It was noted that Circle C Paving is scheduled to start the street repairs on Ave E within the next month. The Community Wide Clean Up will be held on October 19th and 20th of this month. Staff will be available to assist in collection and disposal of items on Friday the 19th but Saturday the 20th will be self-serve by the public. Two dumpsters will be placed at the City Shop on South Chisholm. 
 
Mark Arnold, Mayor exited the meeting at 12:42. 
 
A recap from the Kansas Leadership Council meeting that Casie Risley, Jill Kuehny, and Pam Schneider attended for Vision Caldwell was given.  It was noted that the community wide Vision Caldwell Kick-Off Meeting will be help on October 30th, 2018 at 7:00 pm at the Community Building. 
 
The Solid Waste Contacts from 2018 were presented and reviewed. It was noted that the 2019 Contacts from Waste Link and Waste Connections should be received in the coming month for review and approval. 
 
Appropriation Ordinance 2157 was approved with a motion from Commissioner Schiltz and seconded by Commissioner Kuehny. Arnold – absent, Kuehny – yes, Schiltz – yes.  
 
At 12:54 p.m. Commissioner Schiltz made a motion to enter into Executive Session to discuss trade secrets/financial affairs of a second party for 10 minutes. Her motion was seconded by Commissioner Kuehny. Executive Session concluded at 12:55 p.m. No motions were made.  
 
At 12:55 p.m. Commissioner Schiltz made a motion to enter into Executive Session to non-elected personnel for 10 minutes. Her motion was seconded by Commissioner Kuehny. Executive Session concluded at 1:05 p.m. No motions were made.  
 
There being no other business, the meeting was adjourned at 1:05 p.m.
