Minutes of Meeting – November 21th, 2018
The Caldwell City Commission met in regular session at the Caldwell Public Works Building on November 21, 2018 at 12:05 p.m. Mayor P. Mark Arnold was present. Commissioners Michelle Schiltz and Jill Kuehny were present. Gene Garcia, Police Chief was present. Marc Marcrum, Public Works Supervisor was present. Velta Glenn, guest, was also present.
The minutes of the November 7th, 2018 Special Meeting were read and approved on a motion from Commissioner Schiltz, and seconded by Commissioner Kuehny. Motion Carried.
Gene Garcia, Marshall was present to discuss the monthly Police Department Activity Report and the Love and Logic Parenting Program. More information will be coming on the program. It was also noted that an insurance check is expected as EMC Insurance has totaled the grey charger after deer accident.
The October Treasurer and Bank Cash Reports were presented and approved with a motion from Commissioner Kuehny and seconded by Commissioner Schiltz. Arnold – yes, Kuehny – yes, Schiltz – yes.
Marc Marcrum, Public Works Foreman was present to discuss the Public Works Activity Report. It was noted that Circle C Paving is scheduled to start the street repairs on Ave E within the next week. The floors have been replaced at Park Place and look wonderful as well. An update was given on the Pool Repair Project; Paddock Pools was able to fix the main line leak and after testing the repair, the lines held the proper pressure.
It was noted that WSU Public Policy and Management Center is hosting a Holiday Party. The Commission was invited.
It was noted that the 2019 Contacts from Waste Link and Waste Connections should be received in the coming month for review and approval.
An overview was given on a new insurance benefit for employees, Surency Flex. Jamie Dold, Insurance Broker will be scheduling a meeting in the next month to inform employees about the program.
An Alcohol Exemption Application for events at the Community Building on 12/29/18 and 11/23/18 at Park Place were presented and approved with a motion from Commissioner Kuehny and a second from Commissioner Schiltz. Arnold – yes, Kuehny – yes, Schiltz – yes.
A motion to add Anton Reynolds to the Caldwell Volunteer Fire Department was made by Commissioner Kuehny and seconded by Commissioner Schiltz. Arnold – yes, Kuehny – yes, Schiltz- yes.
Appropriation Ordinance 2159 was approved with a motion from Commissioner Schiltz and seconded by Commissioner Kuehny. Arnold – yes, Kuehny – yes, Schiltz – yes.
At 12:44 p.m. Commissioner Schiltz made a motion to enter into Executive Session to discuss trade secrets for 15 minutes. Her motion was seconded by Commissioner Kuehny. Executive Session concluded at 12:59 p.m. No motions were made.
There being no other business, the meeting was adjourned at 12:59 p.m.
