Minutes of Meeting – March 1st, 2017

The Caldwell City Commission met in regular session at the Caldwell Public Works Building on March 1st, 2017 at 12:07 p.m.  Mayor P.  Mark Arnold presided.  Commissioner present was Colin Wood. Casie Risley, City Administrator was present. 

The minutes of the February 15th, 2017 Regular Meeting were read and approved with a motion from Commissioner Wood, and seconded by Mayor Arnold. Motion Carried.

The February Court Report was presented and reviewed. 

The January and February Petty Cash Reports were presented and reviewed. 

An update was given on the weekly Kansas Legislature actions. It was noted that consideration of house bills regarding Rural Jobs and the addition of Cowley County to the Rural Opportunity Zones is pending. 

An update was given on the status of the NSP Properties. Both homes have received qualified applicants interested in pursuing the purchase. Of the two homes, one is anticipated to close within the next month. 

Marketing for the City Project home at 11 S St Mary’s was discussed. Incentives added to the purchase were the installation of new kitchen appliances, as well as the first year of property taxes paid by the seller. Advertising avenues were also discussed; ads will be sent to area newspapers. 

An update was given on the Unsafe Structures at 26 S Main & 22 W 1st. 22 W 1st has been removed and work to abate the issues at 26 S Main is underway by the property owners. 

The statement from Enforcing Officer, Josh Vanek regarding an Unsafe Structure at 706 S Main was reviewed and discussed. 

Resolution No. 7-2017: Unsafe Structure at 706 S Main was presented and approved with a motion from Commissioner Wood and seconded by Mayor Arnold. Arnold – yes, Kuehny – absent, Wood – yes. 

Appropriation Ordinance 2118 was approved with a motion from Commissioner Kuehny and seconded by Mayor Arnold. Arnold – yes, Kuehny – yes, Wood -absent. 

There being no other business, the meeting was adjourned at 1:23 p.m.
