Minutes of Meeting – January 3rd, 2020

 

The Caldwell City Commission met in regular session at the Caldwell Public Works Building on January 3rd, 2020 at 12:04 p.m.  Mayor P. Mark Arnold was present. Commissioners Jill Kuehny and Michelle Schiltz were present. Casie Risley, City Administrator, Leah Sommerhoff, Deputy City Clerk, Rebekah Rickstrew, Chief of Police, Brian Crownover, Police Officer, Josh Vanek, Public Works Foreman II and Marc Marcum, Public Works Foreman I were present. Velta Glenn and JD Good were present as guests. 

 

The minutes of the December 18th, 2019 Regular Meeting were read and approved with the noted changes on a motion from Commissioner Kuehny and seconded by Commissioner Schiltz. Arnold – yes, Kuehny – yes, Schiltz – yes.  

 

Bryan Crownover, Senior Police Officer is currently completing the Sumner County Leadership Program. For his final project, he is proposing a Max Showalter Memorial. His goal is to commemorate the library or some aspect of the building to Mr. Showalter. He will be discussing it with the library board in the future. 

 

Rebekah Rickstrew, Chief of Police was present to inform the Commission that the Police Department has been approved to begin doing out of state VIN inspections. 

 

Josh Vanek, Public Works Foreman II, was present to update the Commission on several of the public works projects. It was noted that the new water pump at the pumphouse was installed. While the crane was in town completing that job, they utilized it for the removal of several concrete culverts which weighed over 9,000lbs a piece. It was also noted that Christmas décor along Main Street was down for the season. 

 

Casie Risley, City Administrator reported that the Opal White Memorial will be funding the construction of a new Memorial Park Bridge in the City Park. The bridge will be constructed in the same area as the old red wooden bridge that was removed several years ago due to deterioration. The bridge was designed by local Laura Ireland and will be constructed by Ray Fox.

 

Ordinance No. 1472: Vacant Building Registry was presented and reviewed. A motion for approval was made by Commissioner Kuehny and seconded by Commissioner Schiltz pending approval from City Attorney Troy Dierking. Arnold – yes, Kuehny – yes, Schiltz – yes.

 

Ordinance No. 1473: Airport Annexation was presented and reviewed after a recommendation from legal counsel. A motion for approval was made by Commissioner Schiltz and seconded by Commissioner Kuehny. Arnold – yes, Kuehny – yes, Schiltz – yes.

 

Ordinance No. 1474: Wage & Salary Ranges was presented and reviewed. A motion for approval was made by Commissioner Schiltz and seconded by Commissioner Kuehny. Arnold – yes, Kuehny – yes, Schiltz – yes.

 

Resolution 1-2020 : 2020 Wages was presented and approved with a motion from Commissioner Schiltz and a second from Commissioner Kuehny. Arnold – yes, Kuehny – yes, Schiltz – yes. 

 

A Downtown Roof Grant from Unique Designs was presented and approved with a motion from Commissioner Kuehny and a second from Commissioner Schiltz. Arnold – yes, Kuehny – yes, Schiltz – yes. The grant will pay for half of the roof repair costs up to $10,000. 

 

The 2020 Solid Waste Agreement with Waste Connections was presented and approved with a motion from Commissioner Schiltz and a second from Commissioner Kuehny. Arnold – yes, Kuehny – yes, Schiltz – yes. 

 

It was noted that the Safe Routes to School Project had closed and the City has been refunded $5,000 in the Final Statement of Project Costs. 

 

Resolution 2-2020: Fire Fighter Wage Increase - $15 Chief & Asst Chief / $13 Fire Fighters was presented and approved with a motion by Commissioner Schiltz and seconded by Commissioner Kuehny. Arnold - yes, Kuehny – yes, Schiltz – yes.

 

At 12:43 p.m. Commissioner Schiltz made a motion to enter into Executive Session to discuss Non-Elected Personnel for 15 minutes. Her motion was seconded by Commissioner Kuehny. Executive Session concluded at 12:47 p.m. No motions were made.  

 

Warrant Ordinance No. 2186 was presented, reviewed and approved with a motion from Commissioner Schiltz and a second from Commissioner Kuehny. Motion carried. 

 

There being no other business, the meeting was adjourned at 12:52 p.m.
