 Minutes of Meeting – January 2nd, 2019

 

The Caldwell City Commission met in regular session at the Caldwell Public Works Building on January 2nd, 2019 at 12:08 p.m.  Mayor P.  Mark Arnold was present.  Commissioners Michelle Schiltz and Jill Kuehny were present. Gene Garcia, Marshall was present. Velta Glenn, guest, was also present.

 

The minutes of the December 5th, 2018 Regular Meeting were read and approved on a motion from Commissioner Kuehny, and seconded by Commissioner Schiltz. Motion Carried.

 

The 2019 Solid Waste Contract with Waste Connections of Kansas, Inc. was presented and approved with a motion from Commissioner Schiltz and seconded by Commissioner Kuehny. Arnold – yes, Kuehny – yes, Schiltz – yes.  

 

A discussion was held regarding the swimming pool; repair vs replacement. Over the last couple years, the repair bills on the pool have averaged $40,000 per year. With the pool components only aging further, no guarantees on the pools life span, increasing repair costs, or when another major leak might occur; would that money be better spent towards a new pool? With the rare opportunity of CDBG funding, it was decided to gather more information on the grant programs regulations and financing options for new construction.

 

The Lease Purchase Documents and Agreement for the 2018 Bobcat Mini-Excavator were presented and approved with a motion from Commissioner Kuehny and a second from Commissioner Schiltz. Arnold – yes, Kuehny – yes. 

 

The 2019 Airport Ground Lease with Galen Lowe was presented and approved with a motion from Commissioner Schiltz and seconded by Commissioner Kuehny. Arnold – yes, Kuehny – yes, Schiltz – yes. 

 

The 2019 Fire Fighting Service Agreement with Fire District No. 5 was presented and approved with a motion from Commissioner Kuehny and seconded by Commissioner Schiltz. Arnold – yes, Kuehny – yes, Schiltz – yes. It was noted that contracts from Bluff and Chikaskia Townships had not been received yet.

 

Appropriation Ordinance 2162 was approved with a motion from Commissioner Schiltz and seconded by Commissioner Kuehny. Arnold – yes, Kuehny – yes, Schiltz – yes.  

 

It was noted that the 2018 Robert Wood Johnson Foundation Culture of Health Prize winner listings had been posted. The recipients of the award were larger communities whom displayed an immense need for quality of life improvements.

 

There being no other business, the meeting was adjourned at 12:27 p.m.
