Minutes of Meeting – January 18th, 2017

The Caldwell City Commission met in regular session at the Caldwell Public Works Building on January 18th, 2017 at 12:11 p.m.  Mayor P.  Mark Arnold presided.  Commissioner present was Jill Kuehny. Casie Risley, City Administrator, Police Chief Gene Garcia, and Public Works Foreman Marc Marcrum were present. 

The minutes of the January 4th, 2017 Regular Meeting were read and approved with a motion from Commissioner Kuehny, seconded by Mayor Arnold. Motion Carried.

The December Cash Report & Treasurer’s Report were presented and reviewed. 

It was noted that the December 2016 Budget Report & Revenue Report would be emailed to the Commissioner’s for review.

A notice regarding the Governor’s Budget Proposal and how it would affect KPERS was read and discussed. 

An update was given on the NSP Homes since marketing has begun; there has been quite a bit of interest in the homes and applications have been given out. Noting that there were several small expenses that had come in for the homes; it was decided to pay them from the general fund so as not to take away from the funds available for the down payment assistance on the homes. 

It was noted that the application for funding that was submitted to CDBG for the removal of the Unsafe Structure at 22 W Central had been denied. More information regarding the decision has been requested and will be presented at the next meeting. 

A discussion was held regarding down-town and residential property upkeep and beautification. It is a priority that we all work toward rehabilitating, maintaining, and improving our community. The City has several programs available to help our citizens with these types of things; such as the Spring Clean-up Days, Business District Roof Grant and the Brightening the Border Queen Residential Paint Grant. The City will be cracking down on property and code violations in the coming months; please don’t hesitate to contact City Hall about our programs to help you!

A report was given on the Recycling Meeting that was held at Red Barn for business owners. As a guest at this meeting, it was noted that several different options were discussed but nothing was decided. 

A Community Building Alcohol Consumption Exemption for an event on 1.21.17 was presented and approved with a motion from Commissioner Kuehny and seconded by Mayor Arnold. Arnold – yes, Kuehny – yes, Wood – absent. 

The Mutual Aide Agreement with the Medford, OK Fire Department was presented and approved contingent upon approval from the City Attorney with a motion from Mayor Arnold and seconded by Commissioner Kuehny. Arnold – yes, Kuehny – yes, Wood – absent. 

An unsafe structure report regarding 215 S Chisholm was presented. The statement from the enforcing officer was reviewed and discussed. 

An unsafe structure report regarding 26 S Main was presented. The statement from the enforcing officer was reviewed and discussed. 

Resolution 3-2017: Unsafe Structure at 215 S Chisholm was presented and approved with a motion from Commissioner Kuehny and a second from Mayor Arnold. Arnold – yes, Kuehny – yes, Wood – absent. The hearing regarding the structure will be on March 15th, 2017 at NOON in the Commission Chambers at 113 S Main. 

Resolution 4-2017: Unsafe Structure at 26 S Main was presented and approved with a motion Mayor Arnold and a second from Commissioner Kuehny. Arnold – yes, Kuehny – yes, Wood – absent. The hearing regarding the structure will be on March 15th, 2017 at NOON in the Commission Chambers at 113 S Main. 

At 1:19 p.m. Commissioner Kuehny made a motion to enter into Executive Session to discuss trade secrets for 15 minutes. His motion was seconded by Mayor Arnold. Executive Session was adjourned at 1:35 p.m.
At 1:35 p.m. Mayor Arnold made a motion to enter into Executive Session to discuss non – elected personnel for 15 minutes. His motion was seconded by Commissioner Kuehny. Executive Session was adjourned at 1:50 p.m. 
Appropriation Ordinance 2115 was approved with a motion from Commissioner Kuehny and seconded by Mayor Arnold. Arnold – yes, Kuehny – yes, Wood -absent. 

A proposal for signage at City Hall was discussed. A design and quote will be presented at the next meeting. 

There being no other business, the meeting was adjourned at 2:00 p.m.
