 Minutes of Meeting – January 17th, 2018
 
The Caldwell City Commission met in regular session at the Caldwell Public Works Building on January 17th, 2018 at 12:09 p.m.  Mayor P. Mark Arnold presided.  Commissioners present were Michelle Schiltz and Jill Kuehny. Casie Risley, City Administrator was present. Gene Garcia, Marshall and Marc Marcrum, Public Works Forman were present. Guest present was Velta Glenn. 
 
The minutes of the December 20th, 2017 Regular Meeting were read and approved with noted changes regarding the receipt of a township fire contract on a motion from Commissioner Kuehny, and seconded by Commissioner Schiltz. Motion Carried. 
 
The December 2017 Cash Report, Treasurer’s Report, Revenue and Budget Report were presented and reviewed. They were approved with a motion from Commissioner Schiltz and a second from Commissioner Kuehny. Arnold – yes, Kuehny – yes, Schiltz – yes. 
 
The monthly Police Department Activity Report was reviewed and discussed. It was noted that the report will be published in the Caldwell Messenger on a quarterly basis. 
 
The January Court Report was presented and reviewed. 
 
A list of trash complaints regarding Randy’s Sanitization service was presented and discussed. It was noted that the lack of service and communication between the hauler and the customers, as well as the City, was becoming a prevalent issue again. The annual contract with Randy’s Sanitation will be reviewed. 
 
Cathy Sheets, Realtor for the NSP Home at 304 S Main, provided the Commission with a feedback report from the last showing she held on the home. The feedback was very positive. 
 
A letter from Congressman Ron Estes regarding the DHS Chemical Testing at Chiloco was presented. The testing has been suspended for the time being. 
 
An update was given on the Safe Routes to School Project. The pre-construction meeting is scheduled for the end of January with the construction tentatively set to begin in early February. Once started, the project will be completed with-in 45 days, weather permitting. 
 
It was noted that the 2018 CDBG Community Facilities Grant Application for properties at 125 S Main and W Central has been denied because the projected plan failed to meet the desired threshold requirements.  
 
The Mutual Aid Agreement with Medford Fire Department was presented and approved with a motion from Commissioner Kuehny and a second from Commissioner Schiltz. Arnold –yes, Kuehny – yes, Schiltz – yes. 
 
Appropriation Ordinance 2139 was approved upon review of the vouchers with a motion from Commissioner Kuehny and seconded by Commissioner Schiltz. Arnold – yes, Kuehny – yes, Schiltz – yes.  
 
A reminder was given that the Annual Animal Vaccination Clinic is Saturday January 20th at 9 am. Please enter thru the back of building. 
 
The Annual Community Wide Clean-Up Day will be held April 7th 2018. Details will be posted as they become available. 
It was noted that the regularly scheduled Commission Meeting on February 21st has been moved to February 22nd, at NOON. 
 
At 1:09 p.m. Commissioner Kuehny made a motion to enter into Executive Session to discuss trade secrets for 10 minutes. Those asked to be present for the session were Commissioner Kuehny, Commissioner Schiltz, Mayor Arnold, and Casie Risley, City Administrator. Her motion was seconded by Commissioner Schiltz. Executive Session concluded at 1:19. No motions were made.  
 
At 1:20 p.m. Commissioner Kuehny made a motion to enter into Executive Session to discuss financial matters of another party for 10 minutes. Those asked to be present for the session were Commissioner Kuehny, Commissioner Schiltz, Mayor Arnold, and Casie Risley, City Administrator. Her motion was seconded by Commissioner Schiltz. Executive Session concluded at 1:30. No motions were made.  
 
At 1:30 p.m. Commissioner Kuehny made a motion to enter into Executive Session to discuss non-elected personnel for 15 minutes. Those asked to be present for the session were Commissioner Kuehny, Commissioner Schiltz, Mayor Arnold, and Casie Risley, City Administrator. Her motion was seconded by Commissioner Schiltz. At 1:45 Commissioner Schiltz requested a 5 minute extension. Her motion was seconded by Commissioner Kuehny. Executive Session concluded at 1:50. No motions were made.  
 
There being no other business, the meeting was adjourned at 1:50 p.m.
