Minutes of Meeting – January 13th, 2020


The Caldwell City Commission met in regular session at the Caldwell Public Works Building on January 13th, 2020 at 12:03 p.m.  Jamie York was present and sworn in as Mayor. Commissioners Jill Kuehny and Michelle Schiltz were present. Casie Risley, City Administrator, Rebekah Rickstrew, Chief of Police, & Autumn Ferris, Police Officer were present. Travis York, Crystal Reynolds, Vonya Schwertfeger, Bill Schwertfeger, Velta Glenn and JD Good were present as guests. 


The minutes of the January 3rd, 2020 Regular Meeting were read and approved on a motion from Commissioner Schiltz and seconded by Commissioner Kuehny. York – yes, Kuehny – yes, Schiltz – yes.  


Rebekah Rickstrew, Chief of Police was present to review the December PD Activity Report and distribute the 2019 Police Department Statistics. 


The December Bank Cash Report was presented and reviewed. It was noted that the December Treasurer report will be distributed through email for review when completed.  


Josh Vanek, Public Works Foreman II, was present to update the Commission on several of the public works projects. It was noted that the new water pump at the pumphouse was installed. While the crane was in town completing that job, they utilized it for the removal of several concrete culverts which weighed over 9,000lbs a piece. It was also noted that Christmas décor along Main Street was down for the season. 


Casie Risley, City Administrator presented 2020 Health Insurance Options. After reviewing the spreadsheet documenting the plan coverages and costs, it was noted that a further discussion could be held in Executive Session regarding non-elected personnel that would help explain some of the cost differences. 


A Downtown Roof Grant Application was presented for 14 S Main – Thompson. After reviewing the application, Commissioner Kuehny made a motion to approve the application in the amount of $3634.75. Her motion was seconded by Commissioner Schiltz. York – yes, Kuehny – yes, Schiltz – yes. 


A reminder was given that the Caldwell Historical Society Meeting will have Katrina Ringler from the KS State Historic Preservation Office as a guest speaker on Wednesday, January 15th at 5:30 @ the Opera House to discuss their consideration of a Downtown Historic District. 


At 12:25 p.m. Commissioner Schiltz made a motion to enter into Executive Session to discuss Non-Elected Personnel for 10 minutes. Her motion was seconded by Commissioner Kuehny. Executive Session concluded at 12:33 p.m. No motions were made.  


Commissioner Kuehny made a motion to accept Blue Cross Blue Shield health insurance plan Option 1. Her motion was seconded by Commissioner Schiltz. York – yes, Kuehny – yes, Schiltz – yes.  


Warrant Ordinance No. 2187 was presented, reviewed and approved with a motion from Commissioner Schiltz and a second from Commissioner Kuehny. Motion carried. 


There being no other business, the meeting was adjourned at 12:56 p.m.
