Minutes of Meeting – December 21st, 2016

The Caldwell City Commission met in regular session at the Caldwell Public Works Building on December, 2016 at 12:05 p.m.  Mayor P.  Mark Arnold presided.  Commissioners present were Colin Wood and Jill Kuehny. Deputy City Clerk, Leah Sommerhoff and Police Chief, Gene Garcia were present. Shelley Bradbury from SCKEDD was also present.    

The minutes of the December 7th, 2016 Meeting were read and approved with a motion from Mayor Arnold and seconded by Commissioner Wood. Motion Carried.

Shelley Bradbury, from SCKEDD, was present to discuss the marketing and selling of the NSP Project Homes at 304 S Main and 610 S Market. The remaining budgets on the homes were also reviewed. After discussion, the down payment assistant for each home was decided. Other items discussed were the applicant and application requirements, launch date for application availability, advertising avenues, and open house dates. It was noted that the homes will be ready to advertise on December 28th, 2016. Applications will be available on that date at City Hall and also on cityofcaldwellks.com. Please contact Casie Risley at City Hall with any further questions regarding the homes or the applications. 

Police Chief Gene Garcia was present to discuss the current fraud scams that affecting our community. He noted that he will be working closely with businesses throughout the community to help avoid such things happening in the future. A discussion was also held regarding out of state license registrations held by citizens who reside in Caldwell. 

The November Cash Report and Treasurer’s Report were reviewed. 

The December Budget Report was presented and reviewed. 

The December Court Report was also presented and reviewed. 

A discussion was held regarding a staff COLA for 2017. With rising health insurance costs taken into consideration, a motion was made by Commissioner Wood for a 1% COLA increase effective for the first payroll in January, with an additional one time 2% employee incentive to be awarded at the City Administrators discretion. The motion was seconded by Mayor Arnold. Arnold – yes, Kuehny – yes, Wood – yes.

It was noted that with the rising health insurance costs, an advisory committee will be assembled at a later date to research plan options. 

A Proclamation recognizing and honoring the significant impact law enforcement officers play in Caldwell, KS in celebration of the 150th Anniversary of the Chisholm Trail was presented and approved with a motion from Commissioner Kuehny and a second from Commissioner Wood. 

It was noted that approval had been received from Brownfields Targeted Assessment regarding the CDBG Demo application for 22 W Central. 

The 2017 Airport Facilities Use Agreement with Farmer’s Coop was presented and approved contingent upon the payment regarding (1) plane use, with a motion from Commissioner Wood, seconded by Commissioner Kuehny. Arnold – yes, Kuehny – yes, Wood – yes. 

The 2017 CMB License for Joe B’s Bar was presented and approved with a motion from Commissioner Wood, seconded by Commissioner Kuehny. Arnold – yes, Kuehny – yes, Wood – yes. 

The 2017 CMB License for Felt’s One Stop was presented and approved with a motion from Commissioner Wood, seconded by Commissioner Kuehny. Arnold – yes, Kuehny – yes, Wood – yes. 

The 2017 Solid Waste Agreement with Waste Connections was presented and approved with a motion from Commissioner Wood, seconded by Commissioner Kuehny. Arnold – yes, Kuehny – yes, Wood – yes. 
The 2017 Firefighting Agreement with Caldwell Township was presented and approved with a motion from Commissioner Wood, seconded by Commissioner Kuehny. Arnold – yes, Kuehny – yes, Wood – yes. 

Ordinance No 1455: Prescribing the fixed salaries of elected officers and minimum/maximum salaries for employees was presented and approved with a motion from Commissioner Kuehny and seconded by Commissioner Wood. Arnold – yes, Kuehny – yes, Wood – yes. 

Appropriation Ordinance 2113 was approved with a motion from Commissioner Kuehny and seconded by Commissioner Wood. Arnold – yes, Kuehny – yes, Wood – yes. 

 It was noted that Randy Shaffer’s required Work Comp insurance has lapsed again. If notice of a valid policy is not provided by December 28th 2016 by 4 o’clock, he will not be able to haul trash in the City. If provided, proof of a valid and active policy will be required every month before his payment is released. It was noted that he has been informed of these terms and conditions in writing as well as in person.
