Minutes of Meeting – December 18th, 2019

 

The Caldwell City Commission met in regular session at the Caldwell Public Works Building on December 18th, 2019 at 12:04 p.m.  Mayor P. Mark Arnold was present. Commissioner Michelle Schiltz was present. Commissioner Jill Kuehny was absent. Casie Risley, City Administrator, Rebekah Rickstrew, Police Chief, Autumn Ferris, Police Officer, Leah Sommerhoff, Deputy City Clerk, and Marc Marcum, Public Works Foreman was present. Velta Glenn and Jamie York were present as guests.  

 

The minutes of the December 4th, 2019 Regular Meeting Minutes were read and approved on a motion from Commissioner Schiltz and seconded by Mayor Arnold. Arnold – yes, Kuehny – absent, Schiltz – yes.  

 

Chief Rickstrew presented the November Police Department Stats and Commission Update. 

 

The November Cash Report and Treasurer’s Report will be emailed to the Commission upon completion for review.

 

Leah Sommerhoff, Deputy City Clerk presented the October and November Collection Bureau of Kansas Report. Collections in October totaled $481.92. In November, 5 accounts were submitted for $876.23 and 3 accounts were collected totaling $394.13.

 

A discussion was held regarding the list of changes for the re-bid on the Pool Project from Don Paddock, Engineer with Paddock Enterprises. The overall size of the pool has been reduced, which allows for a reduction in materials such as concrete, pipe, and mechanical equipment. It was also noted that the bathhouse size will be reduced to allow for a reduction in costs as well. It was decided to ask Mr. Paddock to request metal roofing on the structures and the concrete decking to extend from the bathhouse to the splash pad and pool to be listed as alternates when re-bid. 

 

The Engineering Report from the Unsafe Structure at 2 S Main was reviewed and discussed. 

 

Wage Resolution 26-2019: Casie Risely, City Administrator was presented and approved with a motion from Commissioner Schiltz and a second from Mayor Arnold. Arnold – yes, Kuehny – absent, Schiltz – yes. 

 

The 2020 Fire-Fighting Agreement with Caldwell Township was presented and approved with a motion from Commissioner Schiltz and a second from Mayor Arnold. Arnold – yes, Kuehny – absent, Schiltz – yes. 

 

The 2020 Cereal Malt Beverage License Applications for Joe B’s Bar and Tommy’s U Pump It were presented and approved with a motion from Commissioner Schiltz and a second from Mayor Arnold. Arnold – yes, Kuehny – absent, Schiltz – yes. 

 

Information was presented regarding the Kansas PRIDE Program. Kansas PRIDE is a program dedicated to serving communities across the state to encourage and assist local government and volunteers in making their community a better place to live and work. In the past, Caldwell had been an active member of the PRIDE Program. Resolution 28-2019: 2020 Kansas PRIDE Program Entry was presented and approved with a motion from Commissioner Schiltz and a second from Mayor Arnold. Arnold – yes, Kuehny – absent, Schiltz – yes. 

 

Resolution 29-2019: Records Destruction was presented and approved with a motion from Commissioner Schiltz and a second from Mayor Arnold. Arnold – yes, Kuehny – absent, Schiltz – yes.

 

A discussion was held regarding the cost of living wage increases for 2020. A motion was made by Mayor Arnold to approve a 2% COLA to all fulltime employees. His motion was seconded by Commissioner Schiltz. Arnold – yes, Kuehny – absent, Schiltz – yes. 

 

A reminder was given that the Commission Meetings in January will be as follows:

Friday, January 3rd, 2020 @ NOON – Commission Chambers

Monday, January 13th, 2020 @ NOON – Commission Chambers

 

At 12:45 p.m. Mayor Arnold made a motion to enter into Executive Session to discuss non-elected personnel for 20 minutes. Marc Marcum, Public Works Foreman was asked to be present. Commissioner Kuehny was present by phone. His motion was seconded by Commissioner Schiltz. Executive Session concluded at 1:05 p.m. No motions were made.  

 

Commissioner Michelle Schiltz made a motion to appoint Josh Vanek as the Public Works Foreman. Her motion was seconded by Mayor Arnold. Arnold – yes, Kuehny – yes, Schiltz – yes. Marc Marcrum, Public Works Forman will be retiring in April. 

 

Warrant Ordinance No. 2185 was presented, reviewed and approved with a motion from Commissioner Schiltz and a second from Mayor Arnold. Motion carried. 

 

There being no other business, the meeting was adjourned at 1:16 p.m.
